BY-LAWS for the TRADITIONAL ANGLERS of PENNSYLVANIA
ARTICLE 1
NAME
The name of this organization shall be the Traditional Anglers of Pennsylvania.
ARTICLE 2
OBJECTIVES AND PURPOSE
The objectives of this Club are for equal access for all Pennsylvania anglers to all Pennsylvania waters for the purpose of conservation, recreation and education. The purpose of this organization shall be to promote the conservation of the natural resources of our County, our State, and our Nation: to provide and support adequate laws to prevent the exploitation of our waters, land, game, forests, and other wildlife; to encourage the improvement of natural food and cover; to assist in the improvement of our streams and the acquisition of more streams suitable to fresh water life and to aid the anti-pollution program; sponsor educational programs designed to train our youth in the conservation of our natural resources, good sportsmanship, safety and the advantages offered by participation in outdoor recreation; to cooperate with and support the Fish and Game Commission in their efforts to practice efficient administrative principles in Wild-Life Management and Fish Culture. The Traditional Anglers will promote, preserve, and protect the waters of Pennsylvania.
ARTICLE 3
ADMISSION TO MEMBERSHIP
SECTION 1 Any person applying for membership shall upon payment of $5.00 annual regular membership fee shall be paid through the calendar year in which the membership is obtained. Membership shall continue through the subsequent years upon payment of the annual dues fee.
SECTION 2 Any person charged with conduct unbecoming a member of this Club, and against whom such charges are sustained, after due and proper hearing before the Executive Committee may be expelled from membership by a majority vote of the entire Executive Committee. Conduct unbecoming of a member with willful and intentional violation of Pennsylvania Fish and boat Commission are reasons for expulsion.
SECTION 3 Any person whose membership in the Club has been terminated in any manner shall forfeit all interest in any funds or other property belonging to the Club, the use of all Club facilities available to Club members shall also be forfeited.
SECTION 4 A honorary membership may be granted to any individual by a favorable vote of the Club at any regular meeting. The Executive Committee shall review all honorary membership annually.
ARTICLE 4
OFFICERS AND THEIR DUTIES
SECTION 1 The officers shall be as follows: President, Vice-President, Secretary, Treasurer, Fund Raising Director, Trustees, and Member at Large. These officers shall perform their duties as follows:
PRESIDENT It is the duty of the President to preside at all meetings. In the case of tie vote, it is his privilege to cast the deciding vote. He shall appoint all Committees and any necessary special Committees.
VICE-PRESIDENT It is the duty of the Vice-president to serve in the absence of the President and serve as aide to the President.
SECRETARY It is the duty of the Secretary to keep detailed minutes of each meeting, to read the minutes of the preceding meeting, and to take care of all correspondence.
TREASURER It is the duty of the Treasurer to receive any and all monies accruing to the Club from any and all sources. He shall keep a complete record of all receipts and expenditures of the Club and pay all bills approved by the Club. He shall read a report of the Club's financial standing at each regular meeting.
TRUSTEES It is the duty of the Trustees to oversee all Club activities and to perform an audit between the months of April and May and to report the findings of this audit at the annual meeting in May.
MEMBER at LARGE It is the duty of the Member at Large to attend all meetings that pertain to this Club and will be exempt of attending regular meetings of this Club if a meeting falls of the same time of this Club.
FUND RAISING DIRECTOR It is the duty of the Fund-Raising Director to coordinate all fund-raising activities and turn those monies over to the Treasurer.
ARTICLE 5
GOVERNING BODY
SECTION 1 The Traditional Anglers of Pennsylvania will be governed by its elected officers who will act in the best interests of this organization and the will of its members.
SECTION 2 Members will nominate candidates for offices annually at the April and May meetings, with elections to be held at the May meeting. Members who wish to run for an office and cannot attend may submit a written and signed request to the membership at either the April or May meeting.
SECTION 3 The election shall be held at the May meeting. Newly elected officers will preside beginning at the June meeting.
ARTICLE 6
MEETINGS
SECTION 1 The regular Club meeting in May shall be known as the Annual Meeting and shall be for the purpose of installing the Officers, receiving reports of the Officers and Committees and for any other business that may arise.
SECTION 2 The regular meeting of the Club shall be held on the second Tuesday of each month unless otherwise ordered by the President.
ARTICLE 7
DUES
SECTION 1 The annual dues shall be payable at or before the annual meeting. The annual dues shall be $5.00 adults, and $2.50 juniors. The age for junior membership is sixteen (16) and under.
SECTION 2 Any member who has not paid his dues for the new year at or before the Annual Meeting shall be removed from the membership list up to and within thirty (30) days.
SECTION 3 Any person making a successful application for membership into the Club shall be issued a membership card valid from January to December through the next calendar year.
ARTICLE 8
COMMITTEES
SECTION 1 The President shall have the authority to appoint committees as necessary for Traditional Anglers of Pennsylvania business. The President shall also be considered as a member of each committee.
ARTICLE 9
ACCOUNTS
SECTION 1 The financial account of the Club shall be the responsibility of the Traditional Anglers of Pennsylvania Trustee. Trustees shall be responsible for Traditional Anglers of Pennsylvania property and will conduct an annual audit of finances between the April and May meeting; and report at the May meeting.
ARTICLE 10
PARLIAMENTARY AUTHORITY
SECTION 1 The rules contained in the Robert's Rule of Order, Revised, shall govern the Club in all cases to which they are applicable and in which they are not inconsistent with these by-laws.
ARTICLE 11
REVISION OF BY-LAWS
SECTION 1 These BY-LAWS as printed are the revised and amended by-laws of the Traditional Anglers of Pennsylvania. All previous by-laws and amendments or documents are obsolete.
ARTICLE 12
AMENDMENTS
SECTION 1 These BY-LAWS may be amended by a two-thirds (2/3) majority of the members present at any regular meeting of the Club provided the notice of the Amendment has been given two (2) consecutive immediate previous meetings.
